A Report of HM Inspectorate of Constabulary: Grampian Police Review Inspection 1999

APPENDIX B: SUMMARY OF SUGGESTIONS

1. HMIC suggests that the line management of the Media Services unit requires clarification and that this is documented as soon as possible. (paragraph 1.42)

2. HMIC would also repeat the suggestion that the force prioritises the workload of the Inspectorate and Review Division in the short term and in the longer term suggests that the force review the structure and staffing of this division and introduces a more clearly defined work schedule for staff. (paragraph 2.12)

3. HMIC suggests that the force reviews the implementation of the order relative to the control of notebooks.. (paragraph 2.16)

4. HMIC suggests that renewed efforts should now be made with the Police Board to have the costs of running the CCTV systems in Aberdeen and Moray removed from the police budget. (paragraph 3.17)

5. HMIC suggests that there is a need for a structure to be in place to ensure appropriate liaison between the chief inspector, community development and personnel within sub-divisions relative to the development of force policy in relation to community safety, race relations and domestic violence.(paragraph 6.14)

6. The force acknowledges the need for a review of its procedures for dealing with racial incidents and this is encouraging. An officer had been tasked with reviewing force policy at the time of the inspection. Without a published policy statement and clear operational guidelines the awareness of operational officers will be limited and HMIC suggests that the force addresses this matter as a priority. (paragraph 6.18)

7. HMIC suggests that guidance should be introduced relative to the taking of fingerprint and DNA samples and consideration given to the posting of notices in custody/detention areas to remind officers of the importance of securing this potential evidence. (paragraph 6.52)
