1. Includes some taxis and private hire cars, for years up to and including 1994 - but see note 2.
2. There was a change made in the 1989 budget in which the vehicle excise duty paid by taxis and hire cars was increased to the same rate as private and light goods vehicles. This accounts for the drop in 1-4 seat public transport vehicles from 1989 onwards.
3. Similarly, following a change made in 1995, all public transport vehicles with 8 or fewer seats are taxed in the Private and Light Goods category - hence the drop in the numbers in this table
