In addition, some facilities were known to have been sold to the Private Sector
between 1997 and 1998, involving a drop of 200 in Local Authority staff - the
staff having been transferred under 'TUPE' (Transfer of Undertakings, Protection
of Employment). These staff are not included in the table as this was a sale
rather than a contracting-out of services.
