(1) It is believed that, by 1997, some services - including some Home Care services - were being contracted out to the private sector. Also, between 1997 and 1998, one Council is known to have transferred its residential homes for older people to the private sector. This meant that while the same level of provision was being made, some 200 staff were no longer employees of the Council.
(2) Figures are based on totals which include estimates where any Councils did not submit data.
(3) Includes Criminal Justice staff and staff based in Health and Education establishments. Figures include a small number of staff on secondment for training.
