HMIC suggests that SCRO develop and implement regular customer satisfaction
surveys at the earliest opportunity.

HMIC suggests that careful consideration is given to establishing
a new date for the implementation of Part V of the Police Act 1997, given the
work that remains to be done. Linking the start date with that of the parallel
organisation in England and Wales remains a sensible approach, even if that means
delaying the start date of the Scottish operation.
