Purpose of the circular: To draw attention to the implementation of the The Police (Minimum Age for Appointment) (Scotland) Regulations 2006 (SSI 2006/552).

Background: The regulations have been made by Scottish Ministers under powers conferred on them by the relevant sections of the Police (Scotland) Act 1967. In accordance with section 26(9) of that Act the draft regulations were circulated for consideration by the Police Advisory Board and were also published on the Scottish Executive consultation web site for public consultation. All respondents were in favour of the amendments proposed in the regulations.
The purpose of the regulations is to amend the Police (Scotland) Regulations 2004 (SSI 2004/257) and the Police Cadets (Scotland) Regulations 1968 (SI 1968/208).
The regulations lower the minimum age of appointment of Police Officers from 18 years 6 months to 18 years and also lower the age at which a Chief Constable must be satisfied that a prospective Police Cadet is likely to be able to satisfy the qualifications for appointment to a police force in the rank of constable, from 18 years and 6 months to 18 years.
