National Licensing Forum

The National Licensing Forum is a short-life Ministerial and advisory group. It has been established on an interim basis for no more than 2 years to offer advice on related aspects of the new regime. Its remit is set out below.

  • to offer advice and guidance to Ministers on the following key issues:
  • the development of a personal specification, remit, qualifications, and job description for Licensing Standards Officers (LSO);
  • the process for accreditation and detail of nationally-recognised training schemes for all mandatory training specified in the Bill;
  • the implementation of overprovision assessments by Licensing Boards
  • to contribute to, and consider drafts of the statutory guidance to be provided by Ministers under Section 133 of the Licensing (Scotland) Bill;
  • to offer advice on any other isses which are brought to the table.

  • Jack Law, Chief Executive, Alcohol Focus Scotland;
  • Ian McAlpine, Secretary, Coal Industry Social Welfare Organisation;
  • Robert Millar, Depute Clerk to Edinburgh Licensing Board;
  • Paul Smith, Chief Executive, Castle Leisure Group.

Corresponding Members

The Forum has agreed to have Corresponding Members who will receive a copy of all agendas, papers and minutes with the right to comment at any time.
