The Service Delivery Advisory Forum is chaired by the Chair of the Chief Fire Officer's Association (Scotland) and deals predominantly with issues of a service delivery and management nature such as those leading on from legislation and the Fire and Rescue Framework for Scotland. It does not consider issues relating to conditions of service which remain a matter for the employers (CoSLA) and the National Joint Council to decide on a UK basis. In addition to to informing the work of individual practitioners, the Forum also provides advice to the other two groups in the advisory structure.
Membership of the group includes:

- HM Fire Service Inspectorate
- Retained Firefighters Union
- UNISON
- Scottish Executive Fire & Rescue Services Branch
The group has considered a number of issues including modernising the Retained Duty System, fire-related anti-social behaviour and has agreed to establish a joint working group (with the Strategic Advisory Forum) to look at Equality and Diversity.
