The Scottish Executive welcomes the proposals by the Department for Constitutional Affairs (DCA) for the establishment of a Supreme Court for the United Kingdom to assume the functions of the Appellate Committee of the House of Lords and also to take on the decision making role in relation to the powers of the devolved administrations.

The DCA in addition propose the establishment of a new independent Judicial Appointments Commission which will take responsibility for the selection of judges in England and Wales. In Scotland, an independent Judicial Appointments Board was established in May 2002.

The DCA also propose changes to the way in which QC's are appointed, further reform of the House of Lords and for the abolition of the office of Lord Chancellor.
