Established: 1965, (Rent Assessment Panel) under the Rent Act 1965. Now consolidated in the Rent (Scotland) Act 1984.
Terms of Reference: To provide members of the Private Rented Housing Committees which consider objections to fair rents set by the Rent Officers under the Rent (Scotland) Act 1984 and assess the market rent for assured and short assured tenancies created under the Housing (Scotland) Act 1988, when the landlord and tenant cannot agree on an appropriate rent. To provide the means by which private rented sector tenants can enforce the Repairing Standard provisions, introduced through the Housing (Scotland) Act 2006, which extend the statutory obligations of a private landlord to repair a house or flat.
