Introduction
Procurement Scotland is currently managing a number of software contracts and initiatives developed through the IT Software strategy.
Software is a broad product area which can be broken down into two key areas:
- System or infrastructure software - typically off the shelf core technology packages and it is typically suitable for collaborative procurement at Category A level. Associated software Support and Maintenance is also in scope of Category A procurement.
- Application Software - solution based software which can be tailored/bespoke to fit individual requirements. Usually more suited to Category B or C level procurement where specification may vary greatly depending on sector/ organisation function.
IT Services for software is being considered by Procurement Scotland under the Professional Services category, or at Category B and C level.

National Category Forum (NCF)
The NCF for IT Software was established in February 2008, with support from Centres of Expertise (CoE's) and organisations representing the Scottish Public Sector.
