Introduction
The Delivery Group oversees implementation of the Public Procurement Reform Programme. It drives pursuit of the work and changes required to achieve successful delivery of public procurement reform in Scotland.
Membership of the Group includes the heads of the national and sectoral procurement centres of expertise, all of which have in place their own governance and accountability arrangements. The Delivery Group is expected to play a key role in developing collaborative national and sectoral approaches to procurement and in minimising unnecessary duplication.
The Delivery Group will take direction from the Public Procurement Reform Board and will report, and provide assurance, to the Board on implementation of the reform agenda.
Purpose
The Delivery Group is responsible for ensuring that the Reform Programme remains on course to deliver benefits, and that obstacles to delivery and benefit realisation are removed or reduced. It leads, drives and facilitates the work to develop collaborative national and sectoral approaches to procurement across the public sector in Scotland.
Remit
The remit of the Group is to:
- facilitate the delivery of the Programme's objectives on time, while maximising efficiency of resource use and remaining within budget constraints;
- make decisions on recommendations made to it in relation to developments within the procurement reform agenda;
- ensure the required level of cross-cutting co-operation and working is achieved;
- identify, manage and resolve dependencies between initiatives, particularly where one initiative's progress depends on work done by another;
- monitor and manage risks and issues. Co-ordinate the resolution of issues and the implementation of contingency measures for risks if appropriate; and
- assist in the management of the programme and key stakeholders through use of reporting as a communications channel.
