Land Reform (Scotland) Act 2003 - Roles & Responsibilities

The Scottish Government, in consultation with Scottish Natural Heritage and the National Access Forum, has assembled a Delivery Plan for action under Part 1 of the Land Reform (Scotland) Act 2003. It details the on-going tasks for access authorities, the Scottish Government, Scottish Natural Heritage, the National Access Forum, local access forums, Historic Scotland, public agencies, Sheriff Courts, the police, membership organisations, the Paths for All partnership, and network organisations.

The tasks for these organisations are in several categories including duties, powers and functions under the Act, the Scottish Outdoor Access Code, strategic and national functions, outdoor access strategies, core paths plans, local access forums, rangers, access officers, technical issues, funding and promoting access. The Delivery Plan is designed to show that access is a shared agenda and to illustrate the range of bodies involved in access delivery. The plan can be found below.
