Audience | This part of the guidance is mainly for: - local authority private sector housing teams, environmental health and strategic policy staff; and
- other organisations who may find it useful.

Purpose | This part of the guidance is intended to: - provide an overview of the new powers to issue maintenance orders requiring maintenance plans, and to pay money into maintenance accounts in certain circumstances;
- provide an overview of the requirements in terms of the service of documents, appeals, recovery of expenses and repayment charges;
- identify issues which local authorities will wish to consider when implementing these new powers; and
- provide some good practice suggestions to help local authorities to implement them.
