SECTION 1: SCOPE AND EXECUTIVE SUMMARY

The estate of the Scottish Executive comprises 36 small, medium and large office buildings spread across Scotland, with a total of 6988 staff occupying these buildings.

To manage and reduce the environmental impacts of our operations we have identified 14 target buildings which, during 2005/06, represented 90% of the estate's total floor area and housed 95% of staff. By focusing on these 14 buildings we can improve the performance of the estate as a whole and the performance of these target buildings forms the basis of the data collected for this report.

A more detailed explanation of the summary below of the estate's performance follows in the main report; the data used in our calculations may be found in the Appendix.

Energy and emissions

Reduce the CO 2 emissions caused by energy use in our buildings by 7% from 2003/04 levels, by March 2011.

In progress. During 2005/06 overall CO 2 emissions relative to energy use in buildings were 1.8% below 2004/05 levels but still remain around 1.4% above 2003/04 levels.

CO 2 emissions were 7871 tonnes in 2005/06. Direct emissions from fossil fuel use fell 0.1% from 2004/05 levels while the equivalent CO 2 emissions relative to our electricity use fell 2.5% from 2004/05 levels.

Waste

Reduce the amount of office waste going to landfill by recycling 80% of total wastes arising by March 2007.

In progress. During 2005/06 the SE produced 1377 tonnes of waste, and achieved 77% recycling.

The partnership with the Executive's waste contractor continues to bring a high rate of recycling for the buildings covered by the enhanced contract. The Executive is looking at the feasibility of extending recycling facilities to other target buildings.

Set a baseline of waste arising for 2006/07 to account for post electronic records and document management implementation waste levels to facilitate the setting of a waste reduction target by the end of July 2007.

The format of required management information has been defined this year to ensure accurate data is collected during 2006/07.

Water

Reduce the average water consumption in our key buildings to 7.0m3 per person per year by March 2006.

Target missed. During 2005/06 the average water consumption was 7.66m 3 per person.

The UK Government target at April 2006 was 7.7m3 per person.

Transport and Travel

Target a reduction of 5% in travel related emissions between 2005/06 and 2010/11.

CO 2 emissions related to all business travel were 3138 tonnes for core Executive Departments in 2005/06.

The Executive is currently developing offsetting mechanisms in conjunction with our business travel contracts.

EMS Framework

Develop EMS at 13 remaining target buildings using Greencode software with 1st Management Review to be produced by end of March 2007.

In progress. Environmental Working Groups are being established in 13 target buildings.

Significant environmental aspects for target buildings are being identified. EWGs are being tasked with generating programmes of environmental improvement for their buildings.

Transfer VQ paper-based EMS to Greencode by end of April 2006 to incorporate it into the corporate EMS currently being developed.

MISSED

Target missed. Problems with the implementation of Greencode software have delayed our setting up of a corporate EMS framework.

The paper-based EMS at VQ continues to be effective in the meantime.

Biodiversity

Establish biodiversity inventories for 14 target buildings and develop local action plans, where practical, by end of March 2007 to conserve and enhance biodiversity at these sites.

New action plans will be generated for 13 target buildings with activities already underway at Victoria Quay.
