Structure of the report

Chapter 1 provides an introduction and sets out the background to the Right to Buy, including the changes which have taken place over time.

The extent to which tenants have exercised their Right to Buy is analysed in Chapter 2, which explores the types of household which have bought and the sales which have taken place.

The impact of the Right to Buy on tenants who have opted to buy is discussed in Chapter 3.

An assessment of the impact of the Right to Buy on the availability of housing accommodation is provided in Chapter 4.

Chapter 5 analyses the impact of the Right to Buy on neighbourhoods and the condition of the housing stock, drawing on findings from the 2002 Scottish House Condition Survey.

Chapter 6 explores the 'pressured area' mechanism, and considers the impact of the designations to date.
