FOREWORD

Social workers and social care staff play a vital role in the lives of the people of Scotland. The work is demanding and ever more challenging. Expectations of public services are increasing at the same time that Scotland's population ages and its workforce shrinks. We need a well-trained, well-supported and highly-valued workforce to deliver high-quality services. The National Workforce Group (NWG) aims to provide the necessary support and strategic drive to deliver these objectives.

This first news bulletin reports the achievements of the NWG and highlights important projects and events such as the Care Accolades 2004. I am particularly pleased to report the details of an additional 3 million over three years for voluntary sector organisations.

Please give us your views and ideas. This bulletin, which is the first in a series, aims to keep you in touch with the work of the National Workforce Group. I hope you enjoy it. Thank you for your contribution to the communities you serve.

THE EDUCATION AND TRAINING GROUP photo

The Education and Training Group has an exciting and challenging task ahead of it to develop a national training strategy for the social services workforce.

Thinking so far has focused on how to develop the strategy and what it must include in order to provide a framework that can be taken forward by all those who have an interest in the education, training and development of the workforce. The Group has identified the need to pull together information about relevant work that is already taking place in Scotland and elsewhere. It will also be looking at how it can draw on the activities of the other two groups to inform its thinking.

The intention is to draft the strategy by spring 2004. The draft will then be widely circulated for consultation to ensure that it addresses the needs of, and is relevant to, the sector as a whole.

WHAT IS THE NATIONAL WORKFORCE GROUP?

The National Workforce Group was set up by Scottish Ministers to provide cohesion and strategic direction for the development of the social services workforce of the future.

The Group will develop a national strategy and action plan for the social services workforce in line with changes in the labour market and the wider economic environment and will advise Ministers on priorities.

There are three core streams of activity, each to be driven forward by a working group:

  • developing a national training and education strategy across the sector;
  • building workforce and labour market information and intelligence that can be effectively applied; and
  • promoting excellence in organisational development and human resource management.

photoWORKFORCE INTELLIGENCE GROUP

The Workforce Intelligence Group has two aims:

  • to make available comprehensive and up-to-date information on the social care workforce in Scotland; and
  • to apply the information to analyse trends and create intelligence to support workforce development across the sector.

The unit has produced analysis for the Chief Inspector of Social Work's annual report and in the spring we will publish an economic study of the social care labour market in Scotland. We are also working in partnership with employers to improve the efficiency of data collection and with the Care Commission and the Scottish Social Services Council to generate new data across the whole sector. In the summer we will produce an economic model to improve forecasting of future demand.

The work of the Group will help employers and others accurately describe and monitor the workforce (numbers, turnover, characteristics) and inform the development of the national training strategy, policy and investment decisions.

The SW/HR Network

The HR Development Group is setting up a network to disseminate new learning and to promote and secure excellent practice. This network will provide HR and Social Work managers with an ongoing means for exchanging detailed information on HR issues in the social services sector. photoHUMAN RESOURCES DEVELOPMENT GROUP

The HR Development Group is developing proposals to promote excellence in organisational development and human resource management. We hope to ensure that more employers have the support and the capacity to be excellent employers of social work or social care staff. As we explore how good HR practices might be adopted and adapted by more and more employers, we aim to see:

  • HR processes improve across the sector;
  • staff recruitment and retention indicators move positively, consolidating the promising beginnings which are now starting to be felt in the sector;
  • the image of the sector continue its current upward trajectory; and
  • more organisations - both big and small - achieve external accreditation and awards.

VOLUNTARY SECTOR DEVELOPMENT FUND

A new Voluntary Sector Development Fund has been established to meet the demands now required of voluntary sector staff. Additional funding of 1m is to be made available this year and for the next two financial years.

The priority for this year will be to directly fund and/or support training and development needs to enable the voluntary sector workforce to meet the Scottish Social Services Council's Phase One registration requirements. The Education and Training Group will evaluate the scheme and this sub-group will also determine how funding for Years 2 and 3 will be apportioned.

SUPPORTING FRONT-LINE STAFF INITIATIVE

This joint initiative between the Scottish Executive and the Association of Directors of Social Work is based on the belief that improved staff support will lead to improved service delivery. Staff who feel valued and supported are likely to be retained, motivated, focused, creative and change-embracing.

My visits to all 32 local authorities and partner agencies are almost complete and staff champions are being identified for each council. Some are setting up staff support groups. A dedicated website will be operational from the end of February and will be a vehicle for front-line staff to express their views and seek information. A framework document setting out the components of good staff support will enable individuals, teams and agencies to compare themselves to the best policy and practice.

posterCARE IN SCOTLAND CAMPAIGN

The Care in Scotland campaign is active again in the press and on radio. Some outdoor advertising is also being employed in the cities and the "careinscotland" website has a new look.

LEADING TO DELIVER

Leading to Deliver is a major initiative to provide a leadership development programme targeted at first-line and middle managers in local authority and voluntary sectors. The programme is based on research undertaken by the Scottish Leadership Foundation (SLF) on behalf of the Scottish Executive which looked at the training and development needs of managers in the sector and the challenges they face in providing and managing social work services.

It provides an exciting and challenging opportunity and is designed to build the leadership capabilities of managers and help them deliver high quality services in a changing context. Those successfully completing the programme will gain the Postgraduate Certificate in Social Services Leadership accredited by The Robert Gordon University.

The first ever Care Accolades, an initiative between the Scottish Social Services Council, the Scottish Executive, Care and Health magazine and Unison, will celebrate and promote good practice in workforce development in social services

The Categories

  • Best employer in developing policies and practices to retain and support staff
  • Best involvement of people who use services in any area of the organisation's work
  • Best initiative to promote partnership working
  • Most innovative training programme
  • Future workers: why I want to work in social services and the difference I can make (an essay open to full-time social work, social care students and early education and childcare students)
  • Lifetime achievement award (open to anyone working in social services)

photoDECEMBER ROAD SHOWS - ADDRESSING DEMAND

Road shows were held in Edinburgh, Stirling, Hamilton and Aberdeen to discuss with the sector the work to address issues affecting the workforce. They provided an opportunity for people who attended to contribute to thinking at both national and local levels about actions to support the development of the workforce now and in the future. Ideas and suggestions generated at these events will be circulated to all those who attended and posted at www.scotland.gov.uk/acaringworkforce, the NWG webpage.

We plan to run more road shows later in 2004 - we'll keep you posted!

YOUNG PEOPLE'S CAMPAIGN

Our "World Tour" campaign to attract school students to the new degree made quite a splash. Thousands of leaflets and postcards were delivered to Scotland's secondary schools, colleges, Careers Scotland, cinemas and leisure centres. Outdoor advertising included colourful bus and telephone box displays - all backed-up with helpline facilities and a new website: www.socialclimber.co.uk
