Definition of terms
  • LCGS means the Local Capital Grants Scheme element of the Scottish Rural Partnership Fund

  • Application means the application for grant under the LCGS made by the applicant in respect of the project

  • Department means the Scottish Executive Environment and Rural Affairs Department

  • Financial Year means each or any year from 1 April to 31 March of the subsequent year for which funding is requested by the applicant from the 2003-2004 funding round

  • Grant means the grant requested by the applicant under the LCGS

  • Project means the project which the applicant seeks to fund through the LCGS

GUIDANCE NOTES FOR THE COMPLETION OF THE LCGS APPLICATION FORM

Section 1 - Applicant details

Enter the name of the organisation. Please note that the Local Capital Grants Scheme is open to organisations with approved constitutions. Guidance on organisational structures is provided at Annex A of the SRPF Information Note.

Organisations with approved constitutions. The aims of the organisation should broadly cover the promotion of educational, social and recreational activities. We are particularly interested in bids from organisations, which aim to offer facilities from which a range of services can be delivered to the local community. The Organisation must be run by a committee. In the case of Youth organisations, at least some members of the committee should be aged 21 or over.

Whenever practicable, provision should be made for each organisation that will use the facilities provided through the LCGS to be represented on the management committee, if they wish. This will, of course, depend on the number of organisations making use of the premises and the size of the community. The facilities of the hall or centre must be available to all members of the community.

Section 2 - Project description

Please describe the work you propose to undertake. We would welcome bids that include energy conservation measures and reduce longer term running costs.

Section 3 - Assessment of need

This section will enable us to gain an idea of the impact of the project on the local area and should detail why the project is necessary for the local community, how local needs have been taken into account and what benefits it will bring to local people. Bids that provide accommodation suitable for the delivery of a wide range of services, including services of a confidential nature, will be looked upon favourably. Evidence gained from consultations with the community should be submitted.

Section 4 - Financial details

The financial information provided will enable us to assess whether the project represents value for money. Table 1 requests details of match funding. Applications with secured or conditional match funding will be looked upon favourably. The SRPF Information Note gives details of eligible and ineligible expenditure. In addition, applicants to the LCGS should note that grant will not be given towards expenditure on:

  • projects on which work has already started or in aid of expenditure to which an applying organisation has committed itself;

  • investigation costs on sites not subsequently used for the project;

  • landscaping, car parks, access roads, boundary and retaining walls and other works indirectly related to the construction or improvement of premises unless necessary to meet planning authority requirements;

  • furniture, fittings and equipment of a replacement nature;

  • work of a maintenance or routine repair nature;

  • expenditure on bar facilities or associated areas;

  • property where the sum of the total grant assistance from the public sector plus the amount due to heritable creditors is greater than the current valuation of the property and/or site.

Section 5 - Project plan

State whether the project has a building warrant or planning permission and, if not, when this will be in place. Although, we do not expect building warrant or planning permission to be in place prior to an award of grant, we will expect successful projects to submit a copy of the building warrant and planning permission before any grant award is paid. Let us know the proposed start date and estimate completion date of the project.
