Director of Primary and Community Care

Graeme Dickson
The Primary and Community Care Directorate provides a focus for integration of Scottish Government policies on primary care, specialist services and social care, and is headed up by Graeme Dickson.
Our Goal
To improve the health and wellbeing of people in Scotland in both primary and community care settings, and for those with mental health needs or who are adults at risk of harm, by ensuring the delivery of high quality personalised care and support.
Objectives
- To secure better outcomes for carers through improvements in carer support which sustain them in their caring role.
- To secure better quality of life for older people through maximising opportunities for participation in society and better information.
- To secure better outcomes for users of healthcare, mental health and community care services, and children's services through effective regulation and reforming the structure and method of scrutiny of those services; and for adults at risk of harm through a balanced approach to implementing legislation that enables individual interventions and scrutiny of the workforce.
- To secure better outcomes for healthcare and community care users through the development of excellent integrated healthcare and community care services that shift the balance of care from institutional to home-based, and through improvements in quality, choice and access to those services.
- To secure better outcomes for people with urgent medical needs through promoting effective and reliable access to emergency and unscheduled primary care services, including Scottish Ambulance Service, NHS24 and primary care out of hours.
- To secure better outcomes for all adult care groups through the delivery of innovative person-centred support aligned with proportionate protection and intervention.
- To secure better long term health outcomes for everyone through empowering individuals to take responsibility for their own health, including oral health.
- To secure better outcomes for people with mental health needs through supporting the development of world class mental health services, including mental health promotion.
